Possession of land is a crucial factor in the planning and development of the Netherlands. Land policy and the land market have received much attention from Dutch planners in the recent years. The links between land policy, the land market and spatial planning are explored in this course. The course provides an introduction to land policy in relation to spatial planning in the Netherlands. Spatial planning and land policy strongly interact. Spatial developments have impact on land prices. At the same time implementation of spatial policy involves intervention in the land market. The (governmental) actors have a set of land policy instruments available to enable them to achieve their goals. The land development process has been largely dominated by the government. Nowadays private actors have been showing a growing interest in the land development process. By doing so they have forced the government to rethink how they govern land development and land-use policy.
The students are expected to distinguish and understand the wide variety of laws, regulations and policies used by the government to intervene in the land market. Therefore, the students will examine the theoretical perspectives to property rights that have shaped and continue to shape land policy and management. Considerable attention will be paid to recent changes in planning policy and land policy. The course will pay particular attention to the changing instruments of the actors on the dynamic land market. Other topics to be addressed include economic, institutional and legal aspects of land policy. Analysis of complex issues and cases as well as readings in planning and legal theory will help the student to understand land policy in the Netherlands.
