Contents:

In this course the focus is on policy tools for spatial planning. Such tools are designed for influencing the organisation and use of space. During the course different kinds of tools are discussed. Special attention is paid to spatial plans as tools of spatial planning and their potentials to regulate the behaviour of relevant actors and so, the organisation and use of space. The course consists of a series of lectures, a practical and an excursion. The lectures focus on the role of different kinds of tools in planning practice. Beside the more traditional (government) tools of spatial planning - especially spatial plans - more recently developed (governance) tools like regional contracts, public private partnership and knowledge management get ample attention. In the practical the focus is on different kinds of spatial plans at different levels of spatial policy making. By working on different assignments students get insights in the nature of and relations between different planning documents in the field of spatial planning. An excursion is made to a specific area or spatial project to illustrate the workings of different tools in practice.

Aims:

At the end of the course the student understands:
- the nature and structure of formal planning documents and the way these documents relate to each other;
- the nature and workings of different policy tools for spatial planning.

Activities:

Lectures, practical assignments, excursion (participation is obligatory)

Examination:

Evaluation on the basis of: (1) written examination with open questions and (2) practical assignments. The results for 1 and 2 are weighed 50 : 50.
