Contents:

The course offers a framework for studying and designing development projects and programmes from an inter-disciplinary perspective. The course consists of regular lectures and the discussion of case study material in working groups. At the end of the course a project appraisal exercise is conducted providing the opportunity to apply theoretical principles and insights derived from the case studies.
The lectures are organized in the following parts: 1. The setting of projects and programmes 2. Issues of Participation and Rural Livelihood Strategies 3. Project Design and Formulation 4. Local Organization and Institutions 5. The Political Economy of Rural Development Projects. The case studies deal with sectoral and cross-cutting topics such as credit, health/sanitation, rural education, decentralization and local participatory planning, rural technologies and gender planning.

Aims:

This course aims to;
a) Facilitating basic understanding on the internal and external structure and dynamics of rural development programmes;
b) Providing a framework for reflection on the underlying concepts and implicit hypothesis that guide different approaches towards rural development programmes;
c) Development of critical insights by the participants in the course with respect to the design and implementation of rural development programmes.

Activities:

There are three weekly sessions of 2 course hours. Twice a week lectures are given on particular aspects of rural development planning. Once a week case studies are discussed in small groups on defined topics relating to projects and programmes. The course is finalised with a project appraisal exercise. As this course is prepared at MSc level, active participation of the student is expected. Students are requested to read the lecture material in advance.

Examination:

Task assignments will be made for the case studies. In addition there will be a written exam.
