The main objective is to be able to write a spatial data infrastructure change strategy (business) plan that focuses mainly on the improvement of existing National or Corporate SDI implementation. The SDI strategy plan should address the governance and the implementation of SDI in order to serve the user in a better way. The development and implementation of the SDI strategy plan should contribute to improve sharing geographical data on a corporate or (inter)national level, to avoid data duplication, to meet the user needs, to meet the organization's goals, and to improve effectiveness and efficiency of the use of spatial information by the end users.
The module deals with several types of SDI implementation, which differ in approaches (top-down vs. bottom-up), actors (a single government organisation vs. public-private partnerships); platforms (Demand-driven vs. Supply-Driven) and scale (National, State, and/or Local). When planning, developing and managing a suitable environment for a national SDI, the focus should be on internal resources (hardware, software, humanware, dataware and orgware) and on external conditions, such as legal, cultural, technological, economic and institutional aspects. Special emphasis is put on the governance of national spatial data infrastructures, intended to improve and to support data sharing and (re)use by third parties. To support the change strategy, several business methods and tools exist, such as user needs analysis, cost-benefit analysis and TELOS methodology. Application of such methods/tools in a change strategy plan is core business of this module, so that GI-managers are able to make efficient use of available (desired) resources.
The course is split in five parts:
(1) NSDI concepts and components;
(2) NSDI User Needs Analysis;
(3) Change strategy concepts and components;
(4) Feasibility study concepts and components;
(5) Integration of change strategy for NSDI improvement, including impact assessment.
The students will work in groups of ca. 4 persons to research and write a SDI Change Strategy for a specific country, assigned to the group by the GIMA supervisors.

Learning outcomes:

After successful completion of this course students are expected to be able to:
- remember Spatial Data Infrastructure (SDI) organisations responsible for SDI implementation, and understand their governance, their roles and their scale level of application;
- understand the principles of management science and management information sciences and apply the organisational resources (Software, Hardware, ‘Humanware’, ‘Dataware’ and ‘Orgware’) to NSDIs;
- understand the concepts, processes and main components (Data, Organization, Access network, Standards and Policy) of spatial data infrastructures and analyse their requirements to support data sharing between government organisations;
- understand the concepts of building a Change Strategy, its feasibility study, user needs analysis and cost-benefit analysis of the proposed change strategy;
- apply the main methods and tools for organisation (infrastructure) planning, development and management through the application of a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats), and a cost-benefit analysis;
- analyse and evaluate the existing management of NSDIs;
- create and present a change strategy to improve the implementation and operation of a NSDI.


- problem-based learning by groups of 2 persons, forming a tutorial group, discusses problems and tries to explain the phenomena in terms of underlying processes, principles or mechanisms;
- while working on the problem, the group is making use of systematic working procedure to analyse the problem;
- within this course several cases (related to the topic subjects of mentioned parts) are defined, which all will be part of a so-called Supercase;
- the sources, which could help to solve the case problems, are lectures by several guests speakers on GI-Management-related topics in Organisations, organised excursion(s), computer exercises, literature and internet;
- the discussions and searching to 'solution' materials have to be mainly distance-based. All the solutions together could be considered as base for a desired 'business plan (blue print)' for a specific GI-Organisation.
