Concerning societal problems like climate change, sustainable agriculture, water floods, food safety or nature development people expect a lot of 'government' or of 'policy''. But what are the possibilities for governmental organisations to intervene in societal developments? And how does policy and policymaking in the contemporary network society work? And what does it mean that public organizations are dependent on companies and citizens who have considerable resources at their disposal, follow their own goals and are not just subject to regulation but try to influence society themselves? These are some actual challenges in the world of government and policy. In this course the main themes and concepts of public administration and policy making will be discussed.

Learning outcomes:

At the end of the course, the student is expected to be able to:
- define core concepts of public administration concerning management and organisation, policy and decision making, steering instruments and governance;
- apply these concepts in real-life cases;
- recognize and analyze the main societal challenges for public policy;
- understand policy making in different (international) contexts;
- be more sensitive for the way things happen in the real world of governmental organisations and policy processes.

- application of tools of policy analysis;
- application of theoretical and methodological insights in policy games.
