The course concerns principles, policies and practices of humanitarian aid. It starts with a discussion on the history of humanitarianism as well as current debates on humanitarian principles. The course further deals with the organization of aid and its donors, the aid-receiving people, the security context of humanitarian aid, and the relation between humanitarian aid and development. The course addresses these issues with a focus on the everyday practices of humanitarian aid. The sessions explore perceptions and dynamics of interaction of the key humanitarian actors: policy makers, staff of international agencies and NGOs, and affected populations, as well as the surrounding stakeholders, including the military and the media.
